For permanent DIY hair color, Clairol Nice ‘n Easy Perfect 10 is great and has been recommended by Shape Magazine and the Good Housekeeping Research Institute.

Choosing Your Makeup Colors
Eyebrow pencil should be as close to your hair color as possible, except for very light hair (white, gray, pale blond). When hair is very light, the brows should be done slightly darker but in the same tonal family – just dark enough to give shape and definition.
I’ve written a series of articles on Keeping your Makeup Look Up to Date. They include some tips on determining your complexion type, choosing your best colors, and a bit of color theory – which is the basis for finding the best colors for any purpose.
After reading my articles, go to a department store makeup counter and ask for a (free) makeover. If you really like how one or two of the products look on you, buy what you can afford; but don’t feel pressured to do so. Remember, it was supposed to be free.
A good, and honest, way to decline purchasing on the spot is to say you want to try the new look for the day and see how it appears in various lighting conditions.
