Fluid retention can be addressed by lifestyle changes and some home or spa treatments.
Melanin aggregation can be erased by a prescription strength cream containing hydroquinone and other skin lighteners in combination. Laser treatments can also be used to zap localized dark areas caused by excess melanin.
There are also some quite effective OTC skin lighteners that don’t come with the cautions of prescription strength hydroquinone or hydroquinone combined with steroids.
Thinning skin which allows underlying blood vessels and blood by-products to show through can be addressed with collagen stimulating ingredients, e.g. retinoids and peptides found in anti-aging creams like Prevage and Peter Thomas Roth Un-Wrinkle Eye, as well as by injectable fillers and in-office procedures like microdermabrasion.
If your dark eye bags are mainly hereditary, you might consider blepharoplasty surgery to remove them. Look at photos of relatives your age and older. Do any of them have similar eye bags?
Be sure to protect your eyes and periorbital area from the sun. Wear broad spectrum sunglasses and sunscreen
Do discuss with your doctor all the options and what is suitable for your condition. A night of heavy crying along with little sleep, certainly didn’t help matters. On the other hand, it may have brought something to light that is better addressed sooner rather than later.
Good luck.

Jean
